I'm just fearing that it would allow for some "I made my race in a manner so it's immune to this consequence" and other explanatory bullshit that somehow defies that groundwork for the RP.
I thought the settlements were a wonderful idea; it requires people to work towards a larger empire instead of having just to roleplay it. Technically it acts as a filter to the lazy players, disallowing them from being possibly detrimental to the RP in general.
I propose that more tech tiers be unobtainable; this gives admins more space to work with the SAP's lore and create references that can be brought back in admin or player-driven events.

I believe it is up to the players in RP to convene and establish WMD regulations. With this in mind, I believe that players should be free to construct and use WMDs. The consequences of the construction and usage of WMDs should be dependent on the responses of other players and free from the restrictions of the admin council.
However, I also believe that information on the WMD should be made public (not as part of the RP). This gives admins easier ability to track functioning WMDs and allow them to deem certain WMDs unrealistically overpowered and to augment the power of a WMD to proper appropriation (in regards to tech-level of owner's nation, industrial output and ability to construct projects of such proportions, or other "realistic" regards, though such are not necessary). It must be noted that the characteristics of a WMD that are to be described should said catalogue of active WMDs be added have yet to be determined. The catalogue in question is merely a concept.
Other than that, I, too, advocate a faith-based system.
